Rules of admission
to study at the Higher Engineering and Technological College for the 2021-2022 academic year
- General provisions
- These rules for the admission of students to the Higher Engineering and Technological College for the 2021-2022 academic year (state license KZ56LAA00017526 dated December 09, 2019) are developed in accordance with the Law of the Republic of Kazakhstan.
"On Education" (with amendments and additions as of January 8, 2021) with the Order of the Ministry of Education and Science of the Republic of Kazakhstan dated June 06, 2021 No. 276 " On amendments and additions to the Order of the Minister of Education and Science of the Republic of Kazakhstan dated October 18, 2018 No. 578 "On approval of Standard Rules for admission to training in educational organizations implementing educational programs of technical and vocational, post-secondary education".
- Citizens of the Republic of Kazakhstan, foreign citizens and stateless persons with general secondary (general secondary), technical and vocational (primary vocational and secondary vocational), post-secondary, higher (higher professional) education, as well as persons with special educational needs with a document (certificate, certificate) on education are accepted to the Higher Engineering and Technological College.
On a competitive basis, in accordance with the state educational order, free technical and vocational, post-secondary education is provided to citizens of the Republic of Kazakhstan and stateless persons permanently residing in the Republic of Kazakhstan, if they receive this level of education for the first time.
The receipt by foreigners on a competitive basis in accordance with the state educational order of free technical and vocational, post-secondary education is determined by international treaties of the Republic of Kazakhstan.
Other foreign citizens and stateless persons are admitted to the Higher Engineering and Technological College in accordance with the procedure established by the legislation of the Republic of Kazakhstan, as well as international treaties ratified by the Republic of Kazakhstan.
- 3. When applying for training at the Higher Engineering and Technological College, an admission quota is provided, approved by the Decree of the Government of the Republic of Kazakhstan dated February 28, 2012 No. 264 "On approving the size of the admission quota for admission to study at educational organizations implementing professional educational training programs of technical and vocational, post-secondary and higher education" for:
1) citizens from among the disabled of groups I and II, disabled since childhood, disabled children-1%;
2) persons equated by benefits and guarantees to war participants and war invalids-0.5%;
3) citizens from among the aul (rural) youth for specialties that determine the socio-economic development of the aul (village), according to annex 2 to these rules-30%;
4) persons of Kazakh nationality who are not citizens of the Republic of Kazakhstan – 4%;
5) orphans and children left without parental care , as well as citizens of the Republic of Kazakhstan from among young people who have lost or remained without parental care until adulthood-1%;
6) out of the number of rural youth resettled in the regions determined by the Government of the Republic of Kazakhstan, for citizens of the Republic of Kazakhstan-10%;
7) for children from families in which four or more minor children are brought up-5%;
8) for children from families with incomplete status of at least three years-1%;
9) children from families raising disabled children from childhood, disabled people of the first and second groups.
- Citizens who have technical and professional, higher education in related specialties are accepted for training in abbreviated programs.
- Organization of receiving documents and conducting entrance exams
- An admissions committee is created no later than June 10 to accept applications for college education, conduct an interview, and enroll students.
- The organization of visiting commissions of the college for the admission of citizens to study is decided in agreement with the founder and the Department of Education of the West Kazakhstan region.
- Information about the admission rules, as well as the decisions of the admission committee on the organization of the reception of applications, the results of admission must be brought to the attention of applicants in a timely manner.
- Applications of citizens entering the college are accepted from June 25 to August 18 on the basis of basic secondary education, from June 25 to August 20 on the basis of general secondary, technical and vocational, post – secondary education, on a paid basis – from June 25 to August 25 of the calendar year, for evening and correspondence forms of education-from June 25 to September 20.
- To receive a state service, applicants to the college can apply to the educational organization on the web portal of "electronic government" and provide a package of documents according to the standard of the state service "Acceptance of documents in the organization of technical and vocational, post-secondary education", according to Annex 1 to these rules.
Documents for admission are submitted by adults in person, by minors - in the presence of a legal representative.
- When applying for the Competition, applicants choose up to four specialties, qualifications (if necessary) approved by local executive bodies of regions, cities of republican significance and the capital, up to four TiPPO organizations approved by the Commission for placing a state order for training personnel with TiPPO, the language of instruction (Kazakh, Russian, English), the level of education.
- In case of submission of documents through the portal, information on the status of consideration of a request for the provision of a public service, as well as a notification indicating the date and time of receipt of the result of a public service, are provided in the "personal account" of the service recipient.
- The College registers the application on the day of its receipt and sends it to the responsible structural unit for execution. If an application is received after a working day, after working hours, on weekends and holidays, the next working day is registered in accordance with the labor legislation of the Republic of Kazakhstan.
The subject of the specialty profile is determined in accordance with Annex 2 to these Rules.
- The application from applicants is registered in the registration logs of the Higher Engineering and Technological College.
- During the work of the admissions committee, an interview is conducted for persons entering middle-level specialties with technical and professional (working qualifications), post-secondary, higher education corresponding to the profile of the specialty. The admission committee conducts an individual interview with applicants in the relevant directions for no more than 20 minutes. The list of questions for the interview is approved by the chairman of the admissions committee.
- Grounds for refusal to provide public services, established by the legislation of the Republic of Kazakhstan:
- establishing the unreliability of the documents submitted by the service recipient for receiving the state service, and (or) the data (information) contained in them;
- non-compliance of the service recipient and (or) the submitted materials, objects, data and information necessary for the provision of public services with the requirements established by the current Rules;
- in relation to the service recipient, there is a court decision that has entered into legal force, on the basis of which the service recipient is deprived of a special right related to receiving a public service.
- Documents confirming the affiliation of applicants specified in paragraph 2.3 of these Rules to the persons for whom the admission quota is provided are submitted to the admissions committee by August 25.
The admission committee specified in paragraph 2.3 of these Rules, from June 25 of the calendar year, form the list of applicants and persons for whom the admission quota is provided, indicating the average competitive score on the website of the TiPPO organization and ensure its daily update.
- Admission to training in the TiPPO organization of persons with special educational needs is carried out on the specialty and qualifications, taking into account the recommendations and contraindications of the medical and social examination (medical certificate).
Admission to training of persons with special educational needs with a diagnosis of "Mild and moderate mental retardation" is carried out taking into account the conclusion of a psychological, medical and pedagogical consultation.
- Persons entering for training under the state order for educational programs of technical and vocational, post-secondary education (with the exception of TiPPO organizations that are within the competence of the authorized body in the field of education, culture and sports), undergo professional diagnostics (questionnaires) through the information system of the Department of Education on a voluntary basis from June 25 of the calendar year.
- Based on the results of professional diagnostics, the applicant is provided with recommendations on the choice of specialties and maps of professions for the recommended specialties. The results of professional diagnostics are of a recommendatory nature.
- Enrollment in the composition of students
Rules for enrollment in the composition of students of the Higher Engineering and Technological College for the 2021-2022 academic year.
- Enrollment to study at the college is carried out according to the applications of persons on a competitive basis.
- The competition among persons entering on the basis of basic secondary education, according to the state order, is held from August 19 to 22, on a paid basis – from August 26 to 28 on the basis of general secondary education, on a paid basis-from August 26 to 28.
- The admission committee registers the persons specified in paragraph 1.3 of these Rules and who have submitted applications in the information system of the Department of Education, indicating the specialty, qualification by August 26 of the calendar year.
- The competition is conducted by the information system of the Department of Education by automated distribution of applicants according to the average competitive score of assessments of mandatory and specialized subjects in accordance with the document on education, for applicants to pedagogical, medical specialties, specialties requiring creative training, according to the average score of assessments (points) of mandatory and specialized subjects in accordance with the document on education and grades (points) obtained by the results of special and / or creative exams conducted by the TiPPO organization, and also taking into account the admission quota.
- The automated distribution of applicants is carried out by an information system (educational platform) determined by the Department of Education.
Admission to the college is made at an open meeting of the admissions committee separately by specialties, languages of instruction.
Information about the results of enrollment is brought to the attention of applicants for full-time study-by August 31 of the calendar year, correspondence forms of study-by September 30 of the calendar year, by admission commissions by posting on information stands or on the Internet resources of the college.
- Issues that are not regulated by these rules of admission to educational organizations that implement professional training programs of technical, vocational, post-secondary education are independently resolved by the college admission committee in coordination with the founder and the Department of Education of the WKO.
Audio or video recording is conducted at the final meeting of the admissions committees. The audio or video recording is stored in the archive of the TiPPO organization for at least one year.
These rules have been reviewed and approved by Protocol No. 10 of 15.06.2021. at a meeting of the pedagogical council of the college.
