INTERNAL REGULATIONS

 

Uralsk, 2019y.

  1. Goal

This regulation regulates the strengthening of labor and academic discipline, the rational use of working and study time, the improvement of the quality of the educational process, the organization and conduct of scientific and methodological work. 

  1. Application

This document is addressed to all heads of structural divisions, teachers, workers and employees, as well as to all students of the college. 

  1. Terms and abbreviations 

When describing the process, the following terms are used: The

discipline of work and study is a strict adherence to the rules of internal regulations, a conscious creative attitude to their work and study, ensuring its high quality, rational use of working time.     

Labor discipline is based on the conscious performance of teachers, employees, employees, and students of their labor, service, and educational duties.

     Labor and academic discipline is ensured by strict compliance with the current legislation of the Republic of Kazakhstan, as well as the requirements of these Internal Regulations. 

  1. Responsibility and authority

Employee responsibilities:

All college employees are required to:

- work honestly and dobrosovetno, observe labor discipline-timely and accurately execute the orders of the administration, use all working hours for productive work, do not commit actions that prevent other employees from fulfilling their labor duties;

- comply with the requirements for occupational health and fire safety, provided by the relevant rules and instructions;

- take measures to immediately eliminate the causes and conditions that hinder or hinder normal work (downtime, accident), and immediately report this to the college administration;

- observe the established procedure for storing material values and documents;

- protect and strengthen the property of the college, effectively use the equipment, take care of tools, books, measuring instruments, work clothes and other items issued for the use of employees, economically and efficiently spend raw materials, materials, electricity, water, heat and other material resources;

- systematically increase your validation in accordance with the established procedure.

     Employees are prohibited from removing items and various equipment belonging to the college from the laboratory, educational and other premises without the permission of the administration.

      The range of duties that each employee performs in their specialty, qualification or position is determined by the terms of the employment contract, the corresponding job descriptions.

 

* The teaching staff must:

- within the scope of the job description to be educated both theoretical and practical;

- to ensure the high efficiency of pedagogical and scientific education – to develop students ' independence, individual and creative abilities, to ensure that students receive knowledge in accordance with the requirements of the state standard;

- observe the norms of pedagogical ethics;

- respect the integrity and dignity of employees, students, and their parents or legal representatives;

- conduct scientific, educational and methodological work, actively involve students in them;

- ensure the observance of discipline and order in the academic building and in the dormitories;

- improve your general cultural, scientific and professional level.

 

* Responsibilities of college students:

- successfully study in your chosen specialty, complete all the tasks provided for in the training programs;

- observe the procedure and form of intermediate certification, pass tests and exams in a timely manner;

- observe the established regime of the educational process and the rules of current reporting and final certification;

- do not skip classes without a good reason;

- missed classes are worked out in a timely manner in accordance with the established procedure;

- respect the honor and dignity of students, staff and teachers, observe established traditions;

- be polite to teachers and staff;

- protect the property of the institution;

- comply with the requirements specified in the Charter, internal distribution, terms of the agreement on the provision of educational services;

- observe the rules of internal regulations, do not smoke, do not use narcotic, toxic substances and alcoholic beverages in public places and on the territory of the college;

- follow the orders and orders of the administration;

- actively participate in the social life of the college;

- observe the established uniform of clothing in college.

    If the student fails to attend classes for a reason, he / she must inform the group supervisor or the head of the department within one day and provide data on the reasons for missing classes on the first day of attendance at the college. In case of illness – the certificate of the medical institution.

    

* Responsibilities of the College Administration:

 – provide working conditions for the teaching staff and other employees of the college in accordance with their specialty and qualifications, assign them jobs. Timely inform the schedule of their training sessions and approve individual plans for the upcoming academic year for teaching, research and other types of work; introduce other categories of employees to the established task, providing work throughout the working day;

- to create conditions for high-quality training of specialists taking into account the requirements of modern production, the latest achievements of science and culture and prospects for their development, scientific labor organizations-to promote the study and implementation of advanced training methods;

- to control strict observance of labor, educational, scientific and economic discipline, elimination of losses of working time, rational use of labor resources, formation of a stable labor collective;

- to promote the creation of a business and creative environment in the workforce, to consider and implement proposals of teachers, employees and students in a modern way, aimed at improving the work of the college;

- to ensure the proper maintenance of premises, heating, lighting, ventilation, equipment, to create normal conditions for the storage of outerwear for college employees and students, to supply the necessary facilities and materials for the educational, educational, industrial and scientific process;

- to comply with the legislation and rules on labor protection – to improve the learning conditions of students, to ensure the proper technical equipment of all workplaces and to create working conditions in them that comply with the rules on labor protection (safety rules, sanitary standards, etc.);

- monitor the knowledge and compliance of employees and students of the college with all the requirements of the safety instructions, industrial sanitation and occupational health, fire safety;

- pay attention to the needs and requests of employees, ensure the improvement of their housing and cultural conditions, develop sports and recreation complexes, take care of the rest of employees;

- regulate the timely provision of holidays to all employees of the educational institution;

- to ensure the systematic improvement of the business (production) qualifications of employees and the level of economic and legal knowledge, to create the necessary conditions for combining work with training at work and in educational institutions;

- pay wages in a timely manner and in full, ensure the material interest of employees in the results of their personal work and in the overall results of work, observe the correct application of the current conditions of remuneration;

- ensure the security of the training session, the availability of equipment, inventory and other property, as well as the maintenance of the necessary order in the educational and household buildings by administrative and economic personnel.

 

* Responsibility for violation of labor and academic discipline:

Violation of labor discipline, that is, failure to perform or improper performance of the functional duties assigned to it through the fault of the employee, entails the application of disciplinary or social measures, as well as the application of other measures provided for in the employment contract and the current legislation.

For violation of labor discipline, the college administration will apply the following disciplinary penalties;

- remark;

- reprimand;

- severe reprimand;

- termination of an employment contract for gross violation of employees ' official duties.

Disciplinary penalties are imposed by the director and announced by an appropriate order.

Before imposing a penalty from the violator of labor discipline, the corresponding head of the department must be requested to explain in written form.

The employee's refusal to give an explanation cannot serve as an obstacle to the imposition of a penalty.

In case of refusal of the employee to give the specified explanation, the corresponding act is drawn up.

Disciplinary penalties are imposed by the administration immediately after the discovery of a misdemeanor, but not later than one month from the date of its commission, not counting the time of illness or the employee's stay on vacation.

A disciplinary penalty may not be applied within six months from the date of the offense.

For each violation of labor discipline, only one disciplinary penalty may be applied.

When applying the penalty, the severity of the offense, the circumstances under which it was committed, the previous work and the behavior of the employee must be taken into account.

An order for the application of a disciplinary penalty with an indication of the reasons for its application is announced to the employee subjected to the penalty, against a receipt within three working days from the date of its publication. The order, if necessary, is brought to the attention of the employees of the college. If within six months from the date of application of the disciplinary penalty, the employee is not subjected to a new disciplinary penalty, then he is considered not to have a disciplinary penalty.

The administration, on its own initiative or at the request of the labor collective, may issue an order to remove the penalty without waiting for the expiration of six months, if the employee has committed a new violation of labor discipline and has shown himself as a good-council employee. For violation of academic discipline, internal regulations, one of the following disciplinary penalties may be applied to students:

- remark;

-  reprimand;

- severe reprimand;

- college dropout.

Disciplinary penalties are applied immediately after the discovery of a misdemeanor, but not later than one month from the date of discovery, not counting the time of illness or the student's stay on vacation. It may not be applied later than six months from the date of the offense. If the student is not subjected to a new disciplinary penalty within a year from the date of application of the disciplinary penalty, the disciplinary penalty will expire at the end of the calendar year.

If students have workbooks, they make a record of the time of study at full-time departments without specifying the reasons for expulsion from the college.

Students are prohibited from removing items and various equipment belonging to the college from the laboratory, educational and other premises without the permission of the administration.

 

  1. Description 
  • The procedure for hiring and dismissing employees

When applying for a job, the employment relationship between the manager and the employee begins with the conclusion of an employment contract, the college administration has the right to demand from the accepted person:

- documents confirming the employee's employment record, employment contract with the employee's mark on the date and basis of its termination; extracts from the orders for admission and dismissal; service record (list of information about the work, work activity of the employee), signed by the employee, certified by the seal of the organization or notarized; archival certificate containing information about the employee's work activity; identity certificate (passport; for foreign citizens, residence permit), military service and conscripts present a military ID card or a registered appointment;

- certificate of assignment of the social individual code, pension contract;

- taxpayer registration number;

- a document of education or professional training (at the interview, the originals: and in the personal file-certified photocopies);

- a certificate of registration from the address table or a copy of the house book;

- medical books;

        Employment is issued by the order of the college, which is obyavlyaetsya employee under the painting. The order must specify the name of the job (position) in accordance with the staffing table and the terms of payment.

        When applying for a job or transferring a college employee to another job, the administration must, in accordance with the established procedure:

- familiarize him with the internal regulations and the training regime;

- instruct on safety, fire protection and other labor protection regulations.

Termination of the employment contract may take place only on the grounds provided for by the legislation and the employment contract itself.

Termination of the employment contract is issued by the order of the college.

        On the day of dismissal, the administration is obliged to issue to the employee or employee his documents confirming his work activity and make a final settlement with him. The date of termination of the employment contract is the last day of work.

The college has a system of filling vacant positions on a competitive basis.

 

  • Working hours and their use: 

The teaching staff of the college is assigned an 8-hour working day with a six-day working week. Within the limits of an 8-hour working day, a 40-hour working week, college teachers must conduct all types of educational, educational and research work resulting from the position they hold and the corresponding plans.

Control over the observance of training sessions and the implementation of individual plans for teaching, scientific and educational work of teachers is carried out by the heads of departments, the deputy director for educational and educational work, the deputy director for educational and industrial work and the directors of the college.

For training and support staff, a six-day working week of 40 hours is established.

The start and end time of the work is set:

For administrative staff, a five-day working week from 9: 00 to 18: 00, a lunch break from 13: 00 to 14: 00.

For department heads, a five-day working week from 8: 30 to 17: 30, a lunch break from 13: 00 to 14: 00.

For the teaching staff, a five – day-40-hour working week is established from 8.30 to 17.30 hours, a break from 13.00 to 14 hours. When working with students of the correspondence department-according to the class schedules.

For lobarants and secretaries, a five – day-40-hour working week is established from 9.00 to 18.00, a lunch break from 13.00 to 14.00.

For other categories of workers and employees, a six - day-40-hour working week is also established from 9.00 to 18.00., a lunch break from 13.00 to 14.00.

For college employees engaged in work with harmful working conditions, the working time may be reduced according to the current regulations.

If a teacher fails to show up for another employee of the college, the corresponding heads of structural divisions are obliged to take measures to replace him with another teacher (employee).

Overtime work is allowed only with the consent of the employee and is paid according to the requirements of the legislation.

It is not allowed to distract employees from their immediate work during working hours, to recall or remove them from work to perform other duties without the permission of the administration.

Individual groups of college employees may be assigned a different start and end time, but within the established duration of the working week, by the decision of the administration.

 

* Rewards for success in work and study.

For the good performance of functional duties, long-term impeccable work, innovation in work and for other achievements in work, teachers and employees, service and technical personnel are encouraged:

- an announcement of gratitude;

- awarding of diplomas of the college;

- by issuing bonuses(with the consent of the founder).

        For special labor merits, college employees are presented to higher authorities for promotion: for awarding orders, medals, Certificates of Honor, breast badges and for conferring titles.

Labor collectives have the right to nominate employees for moral and material encouragement for their success in work, and to express opinions on candidates submitted for state awards.

        For good academic performance, active participation in research work and social life of the college, the following incentives are established for students:

 - an announcement of gratitude;

- awarding of diplomas of the college;

- by issuing bonuses(with the consent of the founder).

        Incentives are issued by the order of the director, are brought to the attention of the entire team and are entered in the work book of employees. 

 

* Schedule of the educational process:

Training sessions at the college are held according to the schedule in accordance with the working curricula and programs approved by the PS of the college. On the basis of the approved curricula, the schedules of the educational process are compiled annually.

The training schedule is drawn up a month in advance and posted no later than 1 week before the start of classes. The schedule of the educational process is drawn up in strict accordance with the working curriculum, at the end of the current year for the next academic year. The classroom load of full-time students should be 36 hours per week. For all types of classroom classes, the duration of 45 minutes is set(with credit technology-50 minutes), if necessary, paired lessons with 10 minutes are allowed. Break after 2 lessons.

     For practical classes and seminars, each course is divided, if possible, into groups of 25-30 people.

In each academic group, by the order of the head, an old age is appointed from among the most authoritative, well-performing and disciplined students.

 

 * Maintaining order in academic buildings:

 The entrance of employees to the academic buildings of the college is carried out by turnstile cards, and students by turnstile cards or student tickets(students of the correspondence form of education – by credit books).

In the premises and on the territory of the college is prohibited:

- dehumidification of illegal actions;

- swearing;

- without the permission of the administration to bring strangers;

- spoils the property of the institution( restore in case of damage);

- stay in classrooms and corridors in sports uniforms (sports pants, T-shirts, T-shirts, shorts, slippers, clothing promoting different religions, ethnic groups);

- loud conversations, noise, walking in the hallways during class;

- drinking alcoholic beverages, using toxic and narcotic substances, gambling, smoking;

- without the permission of the college administration to take out the property of the institution.

 The keys to the premises of educational buildings, classrooms, offices must be held by the duty employee of the security and law enforcement service of the college and issued according to the established list.
