- General provisions
1.1 This regulation on the activities of the Student Parliament of the Higher College of Engineering and Technology (hereinafter referred to as the regulation) defines the powers of student self-government – the procedure, rights and obligations of forming and organizing the goals, objectives, structure, activities of the Student Parliament.
1.2 The Student Parliament is an initiative, independent, responsible public form of student self-government aimed at solving the most important problems of youth, developing their social activity, and supporting social initiatives.
1.3 powers of student self-government -the Student Parliament (hereinafter referred to as the Parliament) is formed on the initiative of students of educational organizations as permanent coordinating powers of the interests of students and acts on the basis of this Regulation.
1.4 each student has the right to elect and be elected to the list of activists of the Parliament in accordance with this Regulation.
1.5 the activities and decisions of the Parliament are directed and applied to all students of the educational organization.
1.6 The Parliament in its activities acts in accordance with this Regulation (hereinafter referred to as the regulation), developed on the basis of the following regulatory legal acts:
- Constitution of the Republic of Kazakhstan (adopted at the republican referendum on August 30, 1995) (with amendments and additions as of 02.02.2011).

- Goals and objectives of the Parliament
2.1 the purpose of the Parliament is to create conditions for successful socialization and effective self-realization of young people, to create opportunities for students to independently solve emerging problems, as well as to promote the comprehensive development of college youth, the formation of their spiritual, cultural, educational and professional education, and support student initiatives;
2.2 tasks:
1) realization of creative activity and independent activity of students;
2) assistance in protecting the rights and interests of students, including the solution of educational, social and other issues affecting their interests;
3) assistance to the management of the educational organization in solving educational and scientific tasks, organizing leisure and everyday life of students, promoting a healthy lifestyle;
4) assistance to educational organizations in activities carried out within the framework of education and upbringing;
5) carrying out work aimed at increasing patriotic consciousness to the spirit and traditions of the organization of education, increasing the consciousness of students and their demands on their level of education, careful attitude to property, education;
6) informing students about the activities of the educational organization;
7) participation in the formation of public opinion about youth as a real force and strategic resource for the development of Kazakhstan society;
8) assistance in the implementation of socially significant youth initiatives.
9) joint research and solution of student problems
10) Creation and support of conditions for the comprehensive development of students as socially active citizens of the state.
11) cooperation with national and international youth organizations and movements;
12) creation of a unified student organization in the region, uniting the interests of student youth.

14) the activities of the parliament in the organization of education are aimed at solving other tasks determined taking into account the specifics of the region and the organization of education.
III. basic principles of parliament
3.1 every student can be a member of the Student Parliament of the Higher College of Engineering and Technology;
3.2 equality of all members of Parliament, regardless of age, religious beliefs, physique, social and financial status, etc.
3.3 freedom of choice of the composition and heads of collegial advisory powers through open elections and voting;
3.4 in his activities, a member of Parliament is guided by such principles as responsibility, discipline, decency, literacy.
- areas of activity
4.1 The activities of the Parliament of the Higher College of Engineering and Technology are coordinated by the Chairman of the Committee on Youth Affairs of the Educational Organization (HAC, KDM), who is personally responsible for the fulfillment of the tasks and functions assigned to the Parliament.
4.2 directions of the Parliament's project activities: environmental, volunteer, local history, tourism, intellectual, economic, sports, debate, ethno-cultural, artistic and aesthetic, musical and other creative projects.
- Organizational structure of the Student Parliament
5.1 The Student Parliament includes students of the Higher College of Engineering and Technology.
5.2 the leader of the student Parliament is the chairman or the chairman, who is elected at the elections of students and teachers of the educational organization.
5.3 The President and members of Parliament are elected for a term of one academic year (in September).
5.4 student parliamentpresident:
1) directs the activities of the parliament and is personally responsible for the fulfillment of the tasks assigned to it and the implementation of its activities;
2) distributes responsibilities among his deputies, leaders and factions and coordinates their activities;
3) enjoys the rights granted by the management of the educational organization in the performance of their duties
4) participates in the work of all collegial bodies of educational organizations
5.5 The Parliament consists of the President, his deputies, heads and members of parliamentary factions. If necessary, by a decision of the Parliament, additional members of Parliament from among the students are elected to its composition. The election of members of Parliament is carried out at meetings of educational organization groups.
5.7 The Parliament submits the regulations on the activities of the Parliament to the educational organization for approval by the leadership.
5.8 the structure of the Parliament consists of 8 factions:
- The faction of Law and Order.
- Information fraction (press service).
- Sports and a healthy lifestyle.
- Fraction of self-knowledge and happiness (psychology).
- Care Fraction (volunteering).
- Fraction of culture and art (musical, artistic creativity).
- A faction of the discussion movement.
- Ecology and the labor faction.
- Ecology and Labor faction.
5.9 in each group of the educational organization, the heads of all 8 factions are elected (at least 1 head for each faction).
5.10 interest clubs (hereinafter referred to as the Club) are associations in the areas and interests of students, created to meet the cultural, intellectual, spiritual needs of students, including students with special educational needs.
(If there are no corresponding clubs, then they are created as permanent associations of students of the TVET organization on the basis of Appendix 3 to the order of the Minister of Education and Science of the Republic of Kazakhstan dated January 18, 2021 No. 24).
5.12 planning of the parliament's activities is carried out on the basis of the work plan of the educational organization.
5.13 The Parliament, in order to effectively carry out the tasks facing the organization of education, interacts with the teaching staff and liaises with State and non-governmental organizations.
5.14 The Student Parliament exercises general leadership, distributes powers, draws up a work plan, provides communication between students and college management the highest center is the general meeting of faction leaders.
5.15 The coordinator of the student Parliament provides general organizational and methodological assistance. The coordinator of the student Parliament is formed from among the teaching staff or is personally involved.
5.16 In accordance with this Regulation, the coordinators of the student Parliament are appointed by the order of the director of the college from the teachers of the college.
- parliamentary rights and obligations
6.1 Parliament has the right to:
1) participate in the development and improvement of regulations, work plans affecting the interests of students of the educational organization;
2) participate in solving social and financial issues affecting the interests of students, including in the distribution of funds for the organization of education, grants and funds allocated for cultural and sports and recreational activities, recreation and treatment;
3) participate in the consideration of issues related to the violation by students of the internal regulations and academic discipline of the organization of education, as well as student dormitories;
